That a number of piratical attacks have occurred on vessels plying between Hong Kong, Canton, and Macao, and other parts in this neighbourhood. That a portion of articles and papers belonging to late Señor Orenze, Spanish Mail Agent, and to Mr. Pagès, Secretary to the French Legation (who had been attacked by pirates on the 19th March last, whilst proceeding from Whampoa to Macao) were found on board of the piratical craft captured with the abovementioned criminals, as well as 140 pieces of the guns used during the attack; that these articles were identified by the signatures and patent under the hand and seal of the Queen of Spain, conferring the title of Conde de Manila on the Governor-General of the Philippines, of which document it is known that the late Señor Orenze was the bearer. And considering, lastly, that the guilt of these convicts was evident beyond all doubt, and that an example should be made of them; and furthermore, that the Chief Justice has substantially advised to recommend
